The Lahore High Court (LHC) was informed on Thursday that Punjab Governor Balighur
Rehman withdrew the decision to de-notify Chief Minister Chaudhry Pervez Elahi as the
provincial head of government after getting the support of 186 members of the Punjab
Assembly.
He said that if the Pakistan Muslim League-Nawaz (PML-N) uses the post of governor to remove the Chief Minister of Punjab, it will fall into its own political trap.
In reply to a question about whether the governor's rule could be imposed in the province, he said
that it was the intention of the Muslim League (N) to do so, so as to raise doubts. He claimed that the
PML-N leadership was still being misled by its legal experts.
Since the governor's rule is only used in extreme situations, such as anarchy or a breakdown in
law and order, Owais claimed that the current scenario does not warrant its implementation.
He further said that the letter to the Speaker of the Governor's House on the Chief Minister's vote
of confidence was written to the Speaker instead of the Chief Minister, due to which the Muslim
League (N) refrained from de-notifying the Chief Minister...
He claimed that the Assembly Speaker was the intended recipient of his communication, despite
the constitutional requirement that the Governor address the Chief Minister if he wanted a vote of
confidence. Second, he questioned how the governor could call another session if someone was
already in session.
In response to a separate question about the legal significance of the Governor's possible notification the AGPO said it would have no constitutional significance and thus the Chief Minister cannot legally be
de-notified. According to him, the governor overstepped his bounds and did something that was
unconstitutional.
Asked how aware he was of the letter written by the Speaker to the President of Pakistan Dr.
Arif Alvi, requesting the removal of the governor for his misconduct, he said he was aware of the
letter, They do not have.
Regarding the current dilemma, he claimed that the Speaker had met former Prime Minister
Imran Khan, CM Elahi, and others to resolve several legal issues from various angles. He
said that we will reveal our cards when appropriate.
This information came to light when a five-member bench was hearing a petition filed by the
Chief Minister against the de-notification decision of Rehman.
As the province's senior-most chief minister, Elahi was de-notified by Governor Punjab last month
in an attempt to thwart former prime minister Imran Khan's plan to dissolve the Punjab Assembly.
The Governor, in his order dated December 22, said that the Chief Minister was no longer in office as he had
refused to take the vote of confidence on the appointed day and time.
However, Rehman had asked Elahi to act as chief minister until a replacement was found.
Elahi then went to court and claimed that the action was "unconstitutional, illegal, and without
legal effect".
The Lahore High Court restrained the PML-Q chief minister on December 23 and the
provincial government was reinstated as an "interim remedy" after he assured the court
that he would be ready for the next hearing (January 11). ) will not be dissolved provincially.

On Wednesday, the court said that the chief minister should always have the support of the majority
members of the house and gave Elahi one more day as chief minister.
Governor Rehman's lawyer Mansoor Awan told the court during the hearing that his client's lawyers
have canceled the December 22 notice. "They have received the trust vote report and are not
Concerned with it," he said.
The court later commented that the governor's move had ended unrest in Punjab.
Elahi's appeal was dismissed with the remark, "You resolved the situation in the Assembly
[...] Courts should not get involved unnecessarily in political matters."
